Goals as District Judge
Judges can have an impact on the lives of everyone living in the judicial district. Appearing in court -- whether it be in a small claims action, probate matter, for a traffic citation, or on any other civil or criminal matter -- can be an intimidating experience for many people. It may be the only time in a person's life that they have an encounter with the justice system. Harold is committed to making certain that everyone who appears in his courtroom knows that they have been given an opportunity to be heard and, regardless of the ruling in an individual case, that they have been treated with respect and courtesy. All those who appear in court have a right to expect that a judge will treat them with fairness, and perform his duties without fear or favor.
There are many problems facing our communities today, and they will require innovative solutions. Harold wants to expand the Drug Court program to include its use in District Court in both Knox and Laurel Counties. As an Assistant Commonwealth's Attorney, he has seen the positive impact that the successful completion of Drug Court can have in people's lives. Harold believes that all of the citizens of this judicial district should be able to benefit from the positive aspects of this important program.
Harold also understands the difficulties that young people face in today's society, and as a father of four young children himself, he has a vested interest in the continuing health and vitality of our teenagers. Harold has proposed re-implementing Teen Court as a method of using peer pressure as a positive force, rather than a negative influence, on our young people.
