Fish served in the United States Navy during World War II, and was awarded two bronze stars, with valor, for his bravery under fire in his service in the medical corps.

Harold graduated from Laurel County High School in 1984, and attended the University of Kentucky, where he received a Bachelor of Arts degree in Political Science in 1988. Following graduation from college, he went to work for the Administrative Office of the Courts as a Pretrial Services Officer. Over the next seven and one-half years, Harold worked in district and circuit courts in thirteen different counties, primarily in southeastern Kentucky. As a pretrial officer, he worked as part of the court's support staff, gathering information on individuals who had been charged with crimes to assist judges in making bond decisions.
